CCS sets up framework for cyber security pros

Contingent LabourONE framework provides new route for contracting CESG certified specialists

The Crown Commercial Service (CCS) has set up a procurement framework to give public authorities with a new route to the services of cyber security professionals with accreditation from CESG, the national technical authority for information assurance.

Named Contingent LabourONE, the framework covers a range of job roles covered by CESG’s Certified Professionals scheme. They include practitioner, senior and lead level security information risk advisers, and information assurance architects.

Anyone providing a service under the framework will have been accredited by one of the three certification bodies: APM Group, BCS the Chartered Institute for IT, and the IISP/CREST/RHUL consortium.

The creation of the framework indicates a degree of maturity for the scheme, which was launched in 2012 as part of the Government’s cyber security strategy. It was aimed at developing a pool of certified specialists for the public and private sectors, and the development of a procurement framework implies that there is a significant degree of business in the public sector.

Capita role

Capita Business Services operates as a neutral vendor service provider on the framework, supported by a supply chain for interim managers and specialist contractors. The framework is underpinned by a web based portal to manage sourcing, onboarding and contractor payments.

Hiring managers can raise a requirement through the portal with specific skill requirements, which go to supply chain providers who can match them against specialists’ CVs. Capita reviews the candidates against the specification to produce a shortlist, which then goes back to the client organisation.

Alternatively, a hiring manager can state the name of a specialist they would like to provide the service; but the person will have to be signed up with one of the supply chain suppliers.

CCS will manage the rates for the services through a dynamic rates card.
