Becky Tinsley, Deputy Director for ONS Local, Office for National Statistics
Becky has been working as a Government statistician for 20 years, with much of her career spent working with administrative and local data. Much of the last ten years has seen her leading teams to deliver research to show how administrative data could be used to produce census-type statistics, culminating in delivering evidence to underpin last year’s consultation on the future of population and migration statistics in England and Wales. She has been leading ONS Local since August 2023, which involves leading our cross-UK service of dedicated analysts embedded locally to provide support, analysis, data and insights in response to local user needs. She has a keen interest in innovation, changing and improving, stakeholder engagement and understanding local needs, and demography.

David is Commercial Manager for Space Enabled and Geospatial Services. His main area of focus is on developing a thriving ecosystem for space capability within the United Kingdom. Jay Saggar, Programme Manager: Data, Smart Cities & Cyber Security, London Office for Technology and Innovation (LOTI)
Jay is responsible for the delivery of LOTI’s data, smart city and cyber security projects, working with members to identify areas for innovation, helping to scale up projects and share insights across London. Prior to joining the team, Jay was a co-creator of the UK Housing Data Standard. As part of his work at Housing Associations’ Charitable Trust (HACT), he helped housing providers across the UK to improve data systems and data quality to enable the delivery of better and safer homes for residents.

The mission being “to build out Greater Manchester’s world class digital infrastructure, ethically using technology and data to create resilient, connected, accessible and sustainable places for everyone”. Nick Pates, Highways Maintenance and Assets Team Manager, Bristol City Council
Nick has worked in the transport sector for over 16 years, initially in a project management/engineering role and then moving onto managing the Bristol City Council Highways Maintenance and Assets team, with a focus on how highways can use technology to meet modern challenges. The team has successfully integrated Confirm Asset Management system across a number of assets and asset systems and introduced digital safety inspections, Lighting CMS, and asset upgrades.

Ralph Hegarty, Commercial Manager, Crown Commercial Service
Ralph is in his tenth year at CCS in the Networks category, supporting customers with procurements using its frameworks on a wide range of projects from right across the public sector. This has included an equally wide mix of complexity, whilst always maintaining a focus on delivering value for the customer. He also collaborates in the creation of our agreements, engaging with key stakeholders from buyers and suppliers throughout the process. Prior to joining CCS he worked in the private sector for telecoms and networks providers, a background which gives him an understanding of the landscape facing both public sector customers and the supply market.

During 2019-2021, Steven managed the build of the largest municipally-owned fibre network in the UK. They started from a position of FTTP being available to zero properties in the Colchester urban area, to a multi-partner network passing over 20,000 premises.
